Yasuto SAKAKI, who was assigned as the commander of the second division of the newly created Special Riot Police, works with the members to maintain security.

人類が二度目の世界大戦を経験した頃からか、世界各地で、超常的な力や異形の容姿をもつ人間たちが確認されるようになり、
やがて、その力や特徴は『異能力』と呼ばれ、『異能力』を持つ者は『異能保持者』と呼ばれるようになっていった。
人類は当初『異能保持者』達に同情的だったものの、その数が増えるにつれ、やがては彼らの力を恐れ、疎み、排斥する動きが生まれ、
「異能保持者」達もまた、ある者は自分たちの身を守る為、ある者は自らの力を誇示する為、異能力を用いて人類と争うようになり、
こうした悪循環から、各地で暴動や犯罪が横行し、世界的な両者の対立が急速に深まっていった。
世界規模の人類と異能保持者の対立は、ある時から堰を切ったように世界各地で争乱が勃発する。
日本もまた例外ではなく、人類と「異能保持者」との間に争いが勃発し、
政府機能の一時消失や、自衛軍将校によるクーデター未遂など動乱の時代を迎えることになった。
混迷する国内情勢に対し、日本政府は新たな治安維持機構として、人類と「異能保持者」の双方が所属する特殊機動隊を創設する。
新たに創設された特殊機動隊第二課司令として配属された榊弥綜人（かしわび あやと）は、隊員たちとともに治安維持に努める。
特殊機動隊の創設から数年後、隊員達の活躍により犯罪率は低下し、国内の治安は小康状態を保っていた。
つかの間の平穏を取り戻した日本で、日々、異能力犯罪の取り締まりに努める特殊機動隊に所属する隊員たち。
だが、ある事件を境に、異能保持者による組織犯罪が増加、それと比例して、人々の不安や政府を非難する声が急速に高まっていった。
それぞれ疑念を覚えながらも、事件の処理にあたる特殊機動隊の面々。
やがて彼らは国中を巻き込んだ大きな陰謀へと飲み込まれていくのだった……。
再び勃発した人類と異能保持者との争い、武力鎮圧に動く軍、そして争いを抑える為に出動する主人公たち特殊機動隊。
各勢力が入り乱れる危機的状況の中、それぞれの正義と苦悩が交錯する先に見えるものとは……。
